Key takeaways

  • On iPhone with iOS 26 or later, the Preview app's Insert from File option adds another PDF or image into the open PDF (Apple iPhone User Guide).
  • As of October 2026, Google's help pages for Files by Google, Google Drive and Chrome describe viewing, annotating and form filling, but no PDF merge feature.
  • A browser tool such as Siliph's Merge PDF works the same on both platforms and also accepts JPG and PNG photos as pages.
  • Put files in the order the reader expects, and check the merged size before uploading, because merged files add up.

You can merge PDFs on a phone without installing anything by opening a browser-based merge tool in Safari or Chrome, adding the files from your phone storage, dragging them into order and downloading one combined PDF. On iPhones running iOS 26 or later, Apple's built-in Preview app can also insert one PDF into another.

Phones are where documents arrive now: an offer letter in email, an ID scan in the photo gallery, a certificate in a messaging app. Then a form asks for "one PDF containing all documents", and the laptop is somewhere else. This guide covers what iPhone and Android can do on their own, where they fall short, and how to do the job in a browser.

What iPhone and Android can do on their own

iPhone and iPad

From iOS 26, the iPhone has a Preview app for PDFs. Apple's guide describes the steps: open a PDF in Preview, show the page thumbnails, then "Touch and hold a thumbnail" and choose "Insert from File" to add a PDF or image. You can also drag a thumbnail above or below another to change the page order (Apple).

This works well for adding one or two files. It gets slow when you are combining eight documents, because each insert is a separate step and you rebuild the order page by page. If your iPhone runs an older version of iOS, Apple's current guide does not document a merge option in the Files app, so the browser route below is the dependable one.

On a Mac, Finder can combine files directly through its Create PDF quick action (Apple Mac User Guide).

Android

Android has no single PDF app, and the Google apps most phones ship with do not merge PDFs. The Files by Google help page covers opening, sharing and annotating PDFs. Google Drive's help covers filling in forms and annotating. Chrome's help lists highlighting, adding text, and filling and signing (Chrome Help). None of them mention combining files. Some phone makers add their own tools, so check your gallery or file manager, but do not count on it.

How to merge PDFs in your phone browser

Siliph's Merge PDF runs in Safari, Chrome or any modern mobile browser. It is free, needs no account, and takes up to 50 files per task, each up to 200 MB and 2,000 pages.

  1. Open Merge PDF in your phone browser and tap Choose files to merge. On iPhone this opens the Files picker; on Android it opens your file manager or Drive. Select every file you need. PDFs, JPGs and PNGs can go in together.
  2. Each file appears as a card with a first-page thumbnail, its page count and size. Drag the cards until the numbered badges match the order you want. Tap Add files to bring in something you missed, or Remove file to drop one.
  3. If you only need some pages, switch from Merge files to Merge pages. Every page of every file then appears as its own thumbnail, so you can drop pages or interleave them. Reset puts everything back.
  4. Tap Process instantly, or Merge if the set is large. Download the combined PDF when it is ready.
  5. Open the downloaded file from your browser's downloads and scroll through it once before you send or upload it.
Practical tipDragging small cards on a phone screen is fiddly. Turning the phone sideways gives the grid more room, and checking the numbered badge on each card is quicker than squinting at thumbnails.

Getting the order right

Merge tools follow your order exactly, which means mistakes come through exactly too. A reviewer who opens a 14-page application wants to find things where they expect them. A sensible default for most applications is:

  1. The form itself or a cover letter
  2. Identity documents, front then back
  3. Certificates or qualifications, newest first unless the form says otherwise
  4. Supporting evidence such as bills, statements or letters
  5. Signed declarations last

Giving files clear names before you start helps too. "02-passport-front.pdf" is easier to place than "IMG_4471.pdf", and the cards show each file's name.

Adding photos, Word files and iPhone photos

Phone documents rarely arrive as neat PDFs, so a little preparation saves a failed merge:

  • JPG and PNG photos: add them straight into Merge PDF. Each image becomes one page in the position you give it.
  • iPhone HEIC photos: iPhones save photos in HEIC by default, and many tools cannot read it. If a photo is refused, convert it with HEIC to PDF first, then add the PDF.
  • Paper you have not scanned yet: Scan to PDF uses your phone camera, crops the page and boosts contrast, all in your browser, and saves one PDF you can then merge.
  • Word documents: Merge PDF takes PDF, JPG and PNG only. Turn a DOCX into a PDF with Word to PDF first.
  • Locked PDFs: a bank statement that asks for a password cannot be merged until it is opened. If you know the password, Unlock PDF saves an unlocked copy.

After merging: size, page numbers and privacy

The merged PDF holds every page of every input, so its size is roughly the sum of everything you added. Phone photos are usually the heaviest part. If a portal caps uploads at 2 MB or less, run the merged file through Compress PDF with a target size; our guide on compressing a PDF to a specific size covers what to do when a scan will not shrink.

Merging does not reduce quality. Pages are copied into the new file as they are, so text and images look the same as in the originals. If the reviewer will print the bundle or refer to pages in a phone call, Add Page Numbers gives the merged file one continuous sequence.

On privacy, Merge PDF is a hybrid tool. Small sets of files are processed in your phone's browser. Larger or more complex sets go over an encrypted upload, are merged automatically with no human access, and are deleted from Siliph's servers within 2 hours. Download the result promptly and keep your own copy.

Frequently asked questions

Can the iPhone combine PDFs without an app?

Yes, on iOS 26 or later the built-in Preview app can insert a PDF or image into an open PDF using Insert from File. On any iOS version you can also merge in Safari with a browser tool, which is quicker for many files.

Does Google Drive merge PDFs on Android?

Google's help pages for Drive, Files by Google and Chrome describe viewing, annotating and filling PDF forms, but not merging. A browser-based tool is the simplest option on Android.

Will merging PDFs lower their quality?

No. A merge copies pages into a new file without re-compressing them, so text, fonts and images keep their original quality. Quality only changes if you compress the merged file afterwards.

Can I merge only certain pages from each PDF?

Yes. In Merge PDF, switch to Merge pages, remove the pages you do not want and drag the rest into order. Reset restores every page if you change your mind.

Why is my merged PDF too large to upload?

The merged file contains every page you added, so its size is close to the total of the originals, and phone photos are heavy. Compress the merged PDF with a target size that matches the portal's limit.
