Insert Pages into PDF adds pages to a document exactly where you want them. Insert 1 to 100 blank pages sized like the page next to them, A4 or Letter, or every page of a second PDF, at the start, at the end or after a page number. It runs in your browser, free and with no account.
Step by step
Drag in the PDF that should receive the pages, then any PDFs whose pages you want to insert. The first file in the list is the main document.
Under What to insert, pick Pages from another PDF, or Blank pages. For blank pages set how many, from 1 to 100, and a size: Match nearby page, A4 or Letter.
Under Where to insert, pick At the start, At the end, or After page and type the page number. Entering 0 puts the new pages before page 1.
Start the task and download the result, named after the main file with -inserted at the end. The original file on your device is not changed.
Features
Every page of the second PDF goes in at the chosen spot. Add a third or fourth PDF and their pages follow in the order the files were added, all in one pass.
Insert from 1 to 100 blank pages. Match nearby page copies the size of the page before the insert point, so a blank sheet in a landscape slide deck is landscape too; A4 and Letter are there for print.
Insert at the start, at the end or after any page number. The pages around the insert point keep their order, size and content, and the main document keeps its bookmarks and form fields.
The first PDF you add is the document that receives the new pages. With a second PDF in the list, all of its pages, and those of any further PDFs, go in at the chosen position in the order you added the files. With one PDF, the tool inserts blank pages instead. The existing pages, bookmarks and form fields of the main document stay as they were, and the result is saved as a new file ending in -inserted.pdf.
A PDF is often finished before everything that belongs in it exists. A signed page, a late appendix or a corrected chart arrives as a separate file, and it needs to go into the middle of the document rather than onto the end. Insert Pages takes the main PDF first and slots every page of the other files in after the page number you give, so page 4 can be replaced by the signed copy without rebuilding the whole report.
Blank pages solve print problems. Duplex printing needs a blank after a one-page cover so the next chapter starts on a right-hand page, and booklet printing needs a page count divisible by four. Match nearby page keeps a blank the same size as its neighbour. For booklet imposition itself, Create Booklet reorders the pages after padding.
When the job is joining whole files end to end, Merge PDF is quicker. To swap a page rather than add one, insert the new page and then remove the old one with Delete Pages, or rearrange everything visually in Organize Pages. Extract Pages does the opposite job and pulls pages out into a new file.
Insert Pages runs in your browser with pdf-lib, so the PDFs never leave your device. It is free with no account and no limit on how often you use it.

The first PDF in the list is the main document. Pages from the second and any later PDFs are inserted into it, in the order you added the files.
Pick At the start under Where to insert, or pick After page and enter 0. Both put the new pages ahead of the current first page.
Match nearby page copies the size of the page just before the insert point, or the first page when inserting at the start. You can also choose A4 or Letter for every blank page.
From 1 to 100 blank pages per task, all placed together at the position you choose. Run the tool again to put blank pages in more than one place.
The main document keeps its bookmarks, links and form fields. Pages copied in from another PDF bring their content and annotations, but that file’s bookmarks are not added.
